Chilling Embrace hits for scratches

Reading (limited) logs from others as well as reading some of my own logs (active), I have to wonder if chilling embrace, specifically stated to be what you take if you hate defense shifters, isn't bugged. Against top end damage reduction (invoker, tortoise, pachyderm), chilling warriors seem to hit for the same scratches as everyone else. Skauzyn's divine power wounds you. Skauzyn's burst of energy scratches you. Skauzyn's burst of energy grazes you. Sorry for not much to go on, but I hope you can take a look at it.
