Level up skill gains on wood-elves
Description
There may be something funky going on with level up skill gains for wood elves. I've now experienced it on two characters. Even with 17(21) wis, the skill gains are very frequently 1%. Then just now, it's 0%:

Subject: Seems fine.
You will not always gain a skill gain. Wisdom isn't the only consideration. If you don't know a good number of skills, you'll end up not improving on anything at level up.
