Elysian Shower

I was told by a semi-reliable source that the commune Elysian Shower is supposed to scale in damage situationally. The supposed situation is the "wickedness" of the target. In practice, I have tried this one on many targets, both pve and pk, with little result. I am wondering if there is supposed to be a scaling damage mechanism that is broken?
