Swift strike broken?

I feel like the elf inherent is completely non functional at the moment. I have not gotten it to fire one time since I got it at level 21 and I’m almost level 30. Maybe take a look to see if it’s firing? I’ve tried tanking, not tanking, different weapons, only using 1 weapon with fists…it simply seems to be not functioning at all. Thank you. I’d lost a log but it’s been 7 levels of just never going off one time.
