Bless water not working on completely empty container

A follow-up to the Santa Umishuli update for bless water: On the 5th of January: c 'bless water' water You hold a bottle of effervescent energy before you, intoning an ancient prayer to the Light. A bottle of effervescent energy shimmers briefly as light swirls over it, blessing the water within. A bottle of effervescent energy is refilled to the brim with blessed water. On the 7th of January: c 'bless water' water Your container is completely empty. There is nothing to bless! So well past the date the change went in. The first cast is on a partially filled container, the second was fully empty as stated. Afaik it should still be filled when completely empty, possibly an oversight in the old code? Or by design? Thanks!
