Adrenal surge on another player drains man.
Description
When a transmuter casts adrenal surge on themselves there's a small movement cost along with the normal mana one. When cast on another player it costs the transmuter mana like normal. But the player it's cast on seems to get both a movement and mana cost. Seems like it should only cost the other player movement.
