Polar Bear/Bobcat Rake

Polar bear and bobcat rake does not lag at all. I was thinking maybe it was because they're defense forms, but the rake damage is also severely nerfed to the point that the 1-round bite does more damage than the 2-round rake, making it completely useless. If it lagged, I could see the lower damage of rake making sense, but... Is it possible the lag was taken off of it at some point and the damage was not reevaluated to balance out said nerf?
