Imperial Spies cooldown expiration
Description
The echo the character receives when "Imperial Spies" wears off is shown twice. If it's relevant, I have "color affects" turned on. This seems to happen every time it wears off.
The first line is "cyan" and the second (identical) line is plain gray.

The Imperial Spies report that Shifterguy was recently seen in Galadon.

I was able to reproduce this with raw telnet, so I know it's not something my client is doing. If it helps, I had "telnetga" enabled.
I see the line "You can once again call upon the Imperial Spies." twice, with one of them colored "cyan" and the other non-colored.
