Restriction on purchasing from merchant doesn't extend to barter

Description

Reported by a player (evil duergar): The elven baker in Darsylon won't sell to him but will barter with him.

Subject: By design, kinda.

Those NPCs have unique progs on them that don't apply to bartering. Maybe some day we'll update them to have progs that do apply to barter.
