Description
Very well might be by design, but I just noticed today that this cloth tunic doesn't show as light armor.
This tunic used to be the standard issue tunic which was given to all giant
soldiers in the army from the mountains to the west of Ostalagiah many years
ago. Why people still wear these tunics is a mystery to you.
A blood-stained tunic is clothing worn on the body, made of cloth, and weighs 1 pounds 15 ounces.

The author assigned the tunic as clothing made of cloth. Anything that is clothing will never count for armor use. If it were armor made of cloth, it would count as light armor.
