Some people not showing up on the "where"
Description
Happens quite a bit where someone won't show up on the "where" such as Tweedrron in this example (can still "scout" them though):
**Snip, a brief log showing a shapeshifter flying above the world using `where` and not seeing someone, but then using `scout` to see them.**

Subject: Can't reproduce.
There are a few situations that can cause someone to not appear on a simple where.
This alone doesn't tell me much.
