FNCR: NPC lag, order command, etc.
Description
If an NPC was lagged (lag > 0 rounds) at the end of a fight or at the point it was no longer in combat, that lag would not decrement until the NPC was again in combat. That should be fixed going forward.
This, along with the previous fix for order failing for certain commands should make life for necromancers and such far less frustrating.

In my experience, they ignore all lag moves, and can bash you five rounds in a row. Did I miss anything?

Subject: Mercs and charmies
On a rescue attempt, they can't be ordered again for two rounds. If your pet is bashed/tripped it cannot be ordered while it is lagged from that.

Any lagging ability will technically add "wait" to a NPC, but there are few select instances where the MUD cares whether an NPC is lagged. The order command is one. A handful of very specific progs are another.
