Form poison skill?

Did the blue ring octopus lose a skill? I was very underwhelmed with the form. It has worse stats and dam than all the others and it fights as bad as a tier 3 below it. Sounds like a constant complaint from searches. I say all that because some old bug boards indicate it could poison. Which makes sense as real-life blue ring octopus is deadly if handled/touched. Did it lose a skill, or is it broken? As is, it might be the absolute worst 2nd tier form across all focuses. So I wonder if something is broken or missing on it. Thanks.
