Looks like the wrath damage reduction is not working against NPCs at least.

The Enforcer of Justice has a few scratches.
That's the exact same amount I used to take on my last character who wasn't even a warrior...

The damage reduction is only 1/6th, and since an oblit is anywhere from 175 to 250 damage, there's plenty of room in there for you to not notice a difference.

-60 svs plus an anti-wrath legacy on a race with no vuln and still no noticeable difference in damage taken. Why would anyone ever take this over gates or soul or calming?

Because in addition to its secondary effect of "you take a little less holy/unholy damage", it's also way better than any of those for fighting communers, if that's something you care about.
Granted, Calming AND Forsaken would be even better than either alone.
