Reported by Bosephus. Shield Cleave not working on certain shields. Claimed he had failed 100 times on the patrolman shield on eastern. I tried to replicate this using the specific shield and a lumberjack axe. My test subject broke the shield first try. Not sure if this is level aswell as skill% based, but I told him I would post it for him.

One of the Sultan's patrolmen is exposed as you shatter a patrolman's steel shield with a mighty blow from your axe!
