phoenix brand and new resistance code

Description

I can't say conclusively, but it looks like there might be some weirdness going on between phoenix brand, vuln_light and duergar NPCs. It used to be you couldn't brand duergar at all because they were already vuln_light and vuln_holy. Now you can, but it doesn't seem to actually increase the damage they take. I branded two duergar mobs (sun sigil) and my melee damage from a "brilliant radiance" attack weapon didn't seem to increase any.

Duergars were vulnerable to lightning instead of light until the most recent reboot.
