Since the Grinning Skull Village is not part of the cabal system, this is functioning correctly.
We may want to consider adding a retrieval bonus to GSV, though perhaps at a reduced rate since Orcs have no need to come defend (or really have anything TO defend). That would be a code enhancement, however, rather than a bug fix.
