Possible oversight with forms opening room containers.
Description
Opening doors you can fail, a lot.
I have "never" failed opening windows, chests, panels, etc.
Possibly an oversight for shapeshifters manipulating
containers in form given their penalties with doors.

Shapeshifters now fail more equally across the various types of things to open/close.
