Observe still not building up despite previous bug post

Description

In a previous bug post it said that the fix to observe for giants was fixed and the equation was incorrect, causing the decay to be greater than the observe. This has now happened twice (which is all the times I have done it) where it continually gives the message of "You begin to observe xxxxx." *snip*

Subject: You're right. Fixed.

So I did fix it before... But it ends up I fixed HALF of it. There was still a situation where the previous logic could apply.

I have now fixed that.
