Physical Regeneration by X% items

I am currently wearing 4 items that affect my physical regeneration. The total physical regeneration % is around 40% from gear. I've been playing with it and removing gear and sleeping and wearing gear and sleeping and it seems like the % increase only applies to health and ignores movement. When sleeping my hp increases by 10% instead of 8%, but my movement remains the same. Bug? Purple crack?
