As part of the helpfile clean-up I ended up removing some useless/unused skills and this apparently busted some people's stored 'skill learn' bonus. This is part of the reason for the reminder when you level. I know WHY it broke, but I'm not sure yet of a good way to fix it (I've got another bug in the queue to remind me to fix it).
