Learning Spells without Weapon

I've noticed this time around that you can't learn a skill without a weapon weilded. I have no idea why but the big weirdness is that you can't learn something like claw of the lion without a weapon which doesn't even do anything if you have a weapon weilded. So in order to renew your claws you need to wield a weapon cast it and unweild it again every time.
