My evasion skill hasn't budged since the bug fix for skill learning went in. My other skills are all at or near 100%, evade is still sitting at 80%. I know it's supposed to be harder to skill up than other things, but nada for the skill I had my skill learning focused on. I'm playing a less intelligent character of a much lower level, who fights a lot less, and his evade skill is higher. Any chance this is a bug related to the skill learning bug?
