First time I see him at level 5:

A lumberyard worker tirelessly strips the bark and limbs off a tree.
He says nothing...
quests:
Shows nothing about 'Rat and Spider Extermination'.
At level 8 I go to him again:
The Work Floor
[Exits: north east west]
The dwarven foreman of the lumberyard patrols the work floor.
A messenger is delivering the latest news from the forest.
A dockworker strains under the load of a large river-soaked tree.
A lumberyard worker tirelessly strips the bark and limbs off a tree.
again he says nothing... then I kill him:
The lumberyard foreman is DEAD!!
You receive 130 experience points (35% bonus).
No says or echoes of any kind... and I am still only level 8...

Which is it: I couldn't take it, but I could fail it, or I could take it, but no echoes?

Subject: Cosmetic only
He's not going to hire a filthy duergar anti-paladin, so the quest neither begins nor 'fails' if you walk past. Killing him immediately fails the quest. This has no effect on gameplay.
