rallyforces never works
Description
Am I doing something wrong, as I am never able to successully get rallyforces to work.
civilized <1301/1509(86%)hp 143/513(27%)m 1456/1465(99%)mv 40170tnl (-128.24%) 10 PM> rallyforces
You call out to your forces, rallying them beneath the war banner!
Your forces fail to return to you.

Would need to know where the forces are in relation to you and whether or not they were impeded by other factors (e.g., being deaf, being held).
