Avalanche not working in mountains near Udgaard

Road Through the Mountains The mountains to the south and west reach thousands of feet above, preventing all travel. Apparently, the builders of the road decided that it would be easier to go through the mountain range than climb over it, so they dug a tunnel that cuts straight through the cliff face to the west. To the north, the road slowly descends as it follows the cliff face, while a natural cave opens up in the mountains to the east. Seems like there are tons of mountains nearby from which I could call an avalanche, doesn't it?
