FNCR: Order command silently failing on some commands.

The order command would silently fail on commands for which the command name partially matched a skill. For example, 'whisper' was being interpreted as 'whispering wind' (the spell) and silently bailing. This should be fixed NCR, and I've added some logging just in case.
