commerce xp and skill improvements
Description
For some reason commerce xp isn't improving the prosperous reputation skill. It gives improvements to all the other commerce related skills, just like obs xp gives improvements to all the obs related skills. But this one for some reason never improves. Feels very buggy.

It is possible to get improvements to prosperous reputation, but other things have to be mastered first.
