(possible) skill %'s on levels by quest
Description
I've done my first 5 levels with quests and I've yet to get any skill %'s on the level. While it is easily believable that this is just bad luck, I thought I'd tell you about it anyway, in the event that skill %'s on levels don't happen when you level by non-traditional means.

Subject: No bug present.
How you gain the level has nothing to do with it. All experience gain is handled the same way.
