I can shift from a water form to a non-water form, but not directly into my non-water forms. By design?

think he means he can shape (water form) and then shape (landform) but he can't directly shape (landform). All underwater I'm guessing.

In the water while I have gills active I can shift from human to water form but not human to land form. I'm guessing it is because the enliven only affects forms so I must be in a form first before it is active.
