Helpfile states you gain this skill if your race/class cannot see in the dark otherwise. My human shapeshifter gained this skill with Obs Exp, though I have eyes of the cat to see in the dark.

There is a small advantage to having infravision vs. eyes of the cat, and therefore you can gain this.
