A little over board.... (2nd Circle Question)

I'm all for Hell to be difficult to explore and all but isn't this a little overboard? Skill: 'dirt kicking' modifies hit roll by -172 for 91 hours. Hitroll : -132 The smoke mephits in the 2nd circle blow dust/smoke into my eyes, even though they are already dusty.... Each blown dust/smoke adds to the duration and lowers the hit roll... Shouldn't there be a limit on just how much smoke/dust can get into one's eyes?
