desert is civilized

This is pretty glaring if it's a bug, so it probably isn't, but I figured I'd post it just in case. Seems like most of the Desert of Araille is "civilized" to non-bedouin rangers. Same for the dried up river bed that leads west to the dwarf forest. This doesn't seem to be the case for other terrains, i.e. the ocean is "wilderness" even if you're not a mariner.
