A brundlir quest at level 9

Not sure if this is more of a gameplay issue or a bug, but I don't have an account on here, so here it goes. I received a quest from Brundlir at level 9 to get to him half a dozen packets of green powder from the guy in Udgaard. This quest expires at level 10. I don't know if this is a result of my low charisma or not, but the packets cost about 1900 copper for me each (I think), so that means I need to get 1900 * 6 or 11,400 before I pass level 10. Is this really feasible for someone? I thought about committing suicide so that I would reset my xp, but decided the quest really wasn't worth it. I was only able to afford 2 packets, by performing other quests, and selling everything I could earn to various other merchants, before I reached level 11. Thanks,
