Paladin Partial empowement bug.

As far as I know, I am only empowered to lvl 24/25. My lvl 28 track the wicked is starting to go off on my wraths. Maybe it got overlooked because it was an automatic skill attached to wrath? It shouldn't be going off for me, I am almost certain. I feel dirty every time I wrath now, as I have yet to earn track the wicked through empowerment. heh.
