If Cents get placed "on top" of you, is it by design that you can't leave that room?

Last I checked you couldn't call centurions 'on top' of someone who wasn't Empire.

Don't have the log but it went something like this. I chased an Imperial from the Balator entrance to the Imperial entrance, where the only exits are north and south. Literally JUST before I entered 'di enemy' he called cents, and they showed up. He fled north into the lands. When I tried to give chase the Cents gave me a 'menacing glare'. So I tried to go south, and got the usual echo. I was effectively stuck there until I died, because I was too stubborn to just pay and walk away.
