I'm tempted to change some of the room flags in that region of Organia, but I have to assume the original author had a reason for making this section the way it is.
I tweaked a few others that weren't consistant within the area itself, but the Village is pretty homogeneous. I'm going to have to say that's by design. It also looks like it's been that way for a while, since I can't see anyone but the original author making the rooms that way.
