Waylay improvement
Description
I've done a good amount of solo ranking since getting waylay, and with 16 or sometimes 14 int, haven't improved at waylay a single time in literally hundreds of attempts, mostly against frost giants. Am I getting screwed by the RNG or missing something, or is there a bug?

Many rangers have Waylay skill well over 75%.
