Prince of half-eves royal guards

Got slightly annoyed at the drunken prince, so we decided to beat him up. He called his royal guards, and we made him chase us outside, so we could pillar him. He then proceeded to call four more guards outside. Question is, shouldn't he only be able to call guards inside Eryn Galen? I remember seeing something similiar to this with the Judge in udgaard, thus my question.
