Subject: By design.
All of those merchants can be targeted by appropriate words in their name, or the description you see when you walk into the room. In other words, 'an elven wine merchant' can be referred to as 'elven', 'wine' or 'merchant', but not 'elf'. It gets confusing when multiple NPCs are in one room to allow 'elf' to also work.
