The Spire Area and Flyto

My understanding is that, when on the ground, air forms cannot 'flyto' a PC in an adjacent area, yet I was chagrined to discover that - from the Spire fountain - I was able to 'flyto' a PC on High Road just outside. This PC appeared - when I scanned west - as two paces west, but did not appear on 'where' (since I was in the Spire area, and he was in Galadon area), and yet I was able to flyto him outside. Appreciate your feedback as to whether this is a design flaw or deliberate. Thanks, Hapless P.S.
