Imperial shaman's guild
Description
The merchant to the imperial shaman's guild never seems to be there. I figure it's either a bug or he's summnable. If he is summonable is that by design? Because it sucks as an imperial to be denied the chance to gear up back in the Imperial lands.

Those merchants only appear under certain conditions, having to do with how well the Empire is doing.
The original fix blocked them from being summoned away, but it is by design that they are not always present.
