Wood elf city shoppies attack flagged people
Description
It's not one of the tribunal cities, and, even more, I imagine it's about the one city least likely to care about tribunal flags, but you can't buy or sell there and they attack you when you try. Unlike, say, Arkham shoppies which do not.
