hometown bug?
Description
Might be a gameplay issue rather than a bug:
Why is it that a Provincial Magistrate cannot move hometowns between protected cities? At present they can't, yet there doesn't seem to be a reason for it in the way that there is with Magistrates assigned to a single city.

Your race and alignment have to be compatible with the town in question.

The message I got said that I couldn't move because I was a Magistrate. I used to live in the Seantryn Modan, albeit as a Magistrate assigned there, and I'm pretty sure Galadon lets human necromancers live there (although maybe not me, but that's rp not mechanics).
Just checking though.

Magistrates are only allowed to be moved by the Provost. They do not get to pick their city.
