orcs wimpy kicking in when out of moves, by design?

This seems kind of rough, should there be a check on mv% and if its 0 or lower..dont autoflee?

Subject: there is a slight difference
Other players can set wimpy to zero and avoid it. Orcs can't. I suppose they could bash like a fiend or spinebreak though.
