Manacles

This was something I assumed I was always allowed to do, but in view of the Guardcall power might be a bug I've just not noticed. I'm able to Manacle any criminal anywhere. That is, I can manacle off duty. While immensely useful I can see how it might be slightly unfair seeing as the Vindicators power is to use bloody shackles everywhere... however these don't stop the victim casting and so on.
