On a river but not on water?

On the River You are traveling down a swift river that runs through Galadon. The waters look cold and deep. Wooden docks allow easy access up the banks of the river here. The docks extend upstream to the west. The river plunges under the city wall through a broken grating to the east. The river runs east and west from here. Off to the west, the river passes under the city walls and into darkness.
