Shifters and skill learning in form

I ranked to get second attack, fine and well, thought I'dd spare my practice, not like I am going to use the human form for damage output anyways... To my supprise I learn the second attack skill while in form? Is this by design or a tiny glitch? See log: Ranger1's cleave mmaims a thing! Your claw MUTILATES a thing! A thing parries your claw. You have become better at second attack! A thing's chop maims Ranger1! A thing has some small but disgusting cuts. I allmost fell from my chair :)
