Druid Guild at the Feanwyyn Wealds

A tribunal provost (necro, to be exact) entered the druid's guild without even a challenge. I know Tribunals can enter the cities' guilds but that druid guild (and also the ranger's, perhaps?) should not be allowed as they are not protected within the city limits. The tribunal has the same sentiments as me that such action should not be allowed. Bug or design? Thanks and Merry X'mas.
